A light garden weed cloth is built for one thing: sitting under mulch in a planting bed. Put it under a compacted base that carries foot and vehicle traffic and it cannot do the work. Under load, water and fines pump up and down through the fabric, the thin material abrades against the aggregate, and it tears. Once it tears, soil and base mix freely and the separation is gone.
